California Court of Appeal

On review of a decision of the Workers' Compensation Appeals Board (WCAB) that recognized claims asserted by a collection service on behalf of medical providers as "covered" claims under Insurance Code section 1063.1, the WCAB's ruling is affirmed, where: 1) the facts did not establish that the medical providers assigned their claims to the collection service, so section 1063.1's exclusion of assigned claims did not apply; and 2) the medical providers were original claimants and the collection service was their administrator or personal representative, and thus section 1063.1(c)(9) did not exclude the claims from being "covered."
