In an appeal from a judgment of the juvenile court terminating appellants' parental rights in favor of paternal grandparents' petition for adoption, judgment is affirmed because the court was not obligated to refer the matter to the county child welfare agency prior to issuing an antecedent guardianship order where appellants stipulated to guardianship after participating in mediation, and because substantial evidence supported the court‘s finding that terminating parental rights was in minor's best interests.
