Judgment of the trial court dismissing petitioner's challenge to defendant’s approval of a master plan for the expansion of a state university is affirmed in part and reversed in part where the defendant impermissibly approved an EIR, without adequate investigations, on the grounds that there are no feasible mitigation measures to reduce the project's significant off-site traffic impacts to a less than significant level.
