In an appeal from a judgment of the trial court invalidating and enjoining the enforcement of certain provisions of defendant's policy which allow for the recovery of emergency response costs from persons causing incidents while driving under the influence of alcohol or drugs, judgment is reversed where the policy is not inconsistent with the language or purpose of the authorizing legislation, Government Code section 53150 et seq.
