In an dispute concerning the intra-state right to water from the Colorado River, judgment of trial court is reversed where it erred in determining that a Joint Powers Agreement, which was supposed to provide the principal mechanism for ensuring the mitigation required for implementation of a Quantification Settlement Agreement was completely funded, violates article XVI, section 7 of the California Constitution.
