In an appeal from a judgment of the trial court dismissing plaintiffs' complaint for inverse condemnation, judgment is affirmed where the plaintiffs failed to allege that the City defendants had ever made an announcement of an intent to condemn their business property under Klopping, and were therefore not entitled to relief.
