Judgment of the juvenile court designating legal guardianship of children with their maternal grandparents under Welfare and Institutions Code section 366.26 is affirmed where the court is not required to find a relative caregiver's inability or unwillingness to adopt is due to "appropriate circumstances" in order to apply a Section 366.26(c)(1)(A) exception.
