In an appeal from a judgment of the trial court dismissing petitioners' challenge to nuisance abatement orders concerning the distribution of medicinal marijuana within city limits, judgment is reversed where the trial court incorrectly held that petitioners' had failed to administratively exhaust their claim because the administrative remedy that they allegedly were required to pursue was illusory, unavailable, and inadequate.
