In an appeal from a judgment of the trial court dismissing plaintiff's complaint alleging that defendant violated state unfair competition laws when failed to properly disclose fee increases on personal bank accounts, judgment is affirmed because the repeal of the statutory right of consumers to enforce the Truth in Savings Act (TISA) by Congress barred all private actions alleging TISA violations, including indirect enforcement suits brought under California's law.
