In an appeal from a judgment of the trial court dismissing a Government Code section 56133 challenge to an application for water and sewer services outside the jurisdiction of the City of Santa Cruz, judgment is affirmed where Section 56133 permits respondent to rule on such applications without regard to the filing party.
