In an appeal from a judgment of the trial court denying a writ application to overturn an administrative denial of a proposed development project without Government Code section 65589.5(j) findings, judgment is reversed where the application of Section 65589.5(j) is not limited to affordable housing developments, and because the defendant's determination that the proposed project did not adhere to applicable, objective general plan and zoning standards and criteria is unsupported by the evidence.
