In an appeal from a traffic court judgment of guilt against the defendant for violating Vehicle Code section 23123, judgment is affirmed where section 23123 (a) applies to drivers who stop momentarily in accordance with the rules of the road, so that defendant's pause at a red light constituted driving within the meaning of Section 23123 and therefore his prohibitive use of a cell phone while at the red light violated the statute.
