Tomra Pacific, Inc. v. Chiang, A129401

In an appeal from a judgment of the trial court denying petitions for a writ of mandate seeking compelled repayment of certain loans between state funds, judgment is affirmed where the loans: 1) are lawful because the loan provisions, contained in annual budget bills, are germane to the subject of appropriations and thus do not violate the single-subject rule prohibiting legislation having multiple subjects, Cal. Const., art. IV section 9; and 2) do not interfere with the lending fund's regulatory purpose or object under Gov. Code section 16310(a).
