In an appeal from a judgment of the trial court denying appellant's petition for a writ of mandate and complaint for declaratory and injunctive relief both of which sought to invalidate certain regulations adopted by respondent-California Department of Health Care Services setting upper billing limits for providers of durable medical equipment and certain medical supplies to Medi-Cal recipients, judgment is affirmed where the respondent properly acted within its authority and pursuant to the Administrative Procedures Act.
