In a petition for a writ of administrative mandate arising from respondent's refusal of petitioner's application for reappointment and involving a challenge to a peer review procedure, judgment of the trial court denying petition is reversed where the selection of a peer review hearing panel by the respondent's Board violated its own Bylaws, depriving petitioner of the hearing to which he was entitled.
