In a multi-count complaint alleging the diversion of local sales tax revenues to defendants away from plaintiffs, judgments in favor of all defendants are reversed with directions to the trial court to: 1) vacate its order sustaining demurrers on certain counts and overruling others; and 2) vacate its order sustaining a demurrer by one defendant and enter a new order sustaining its demurrer on five of its counts and overruling six other counts. Order granting anti-SLAPP motion is reversed as to the striking of two counts against all defendants, and affirmed as to certain counts against all defendants, and order awarding attorney fees and costs to each defendant is reversed with directions to the trial court to determine whether each defendant is entitled to an award and the reasonable amount of any award.
