In a dispute involving the scope of Code of Civil Procedure section 1021.5, in an underlying action alleging violations of CEQA during a church's land development project, judgment of the trial court denying a portion of appellant's attorney's fees and fees incurred in a petition for a writ of mandate is reversed where, under Section 1021.5, a party may receive attorney's fees incurred in an administrative hearing.
