In a petition for a writ of mandate seeking to set aside the respondent's approval of a Master Plan allowing the expansion of a hospital and medical office building facilities on an existing hospital campus, judgment of the trial court denying petition is affirmed where: 1) respondent's conclusion that complete mitigation of the project's impact on climate change is infeasible is supported by substantial evidence and adequate analysis; and 2) where the respondent proceeded in a manner required by law when it concluded that the project will not adversely affect adjacent residents and the character of the neighborhood.
