In an action for damages allegedly caused by defendants' breach of the statutory duty to keep the identity of reporter of a suspected child abuse confidential, Pen. Code section 11167(d)(1), judgment of the trial court dismissing action is affirmed because: 1) the Legislature, in enacting the subject confidentiality provision, did not intend to protect against the type of harm suffered by plaintiffs; and 2) the public employee-defendant was immune from liability under Government Code section 821.6
