In several petitions for writs of mandate challenging the defendant-city's approval of a development project on the ground that defendant failed to conduct legally sufficient environmental review under the California Environmental Quality Act (CEQA), judgment of the trial court denying petitions is affirmed where subject environmental impat report complies with all of the CEQA's procedural demands, and its factual conclusions are supported by substantial evidence.
