In a petition for a writ of mandate to invalidate respondent's adoption of a mitigated negative declaration on the grounds that the declaration violates the California Environmental Quality Act (CEQA), judgment of the trial court denying petition is reversed to the extent it concluded that petitioner had not presented a fair argument that hazards and hazardous materials from the proposed project may create a potentially significant adverse environmental impact, and affirmed in all other respects.
