In a dispute arising from a writ challenge to a supplemental environmental impact report (SEIR) under the California Environmental Quality Act, judgment of the trial court court denying writ petition is affirmed where an order discharging the earlier writ and determining that the SEIR properly evaluated whether a proposed project's impact on water quality was otherwise adequate was entered in the prior proceeding and became final during the pendency of the instant action.
