In a petition for a writ of mandate concerning the impact of the environment upon a proposed development project, judgment of the trial court denying petition is affirmed because: 1) the project would not have the environmental impact necessary to require an environmental impact report under the California Environmental Quality Act; and 2) the land-use amendment paving the way for the project did not make the respondent-city's general plan internally inconsistent.
