In a petition for a writ of administrative mandamus, Code Civ. Proc. sections 1085, 1094.5, challenging termination of plaintiff's employment, judgment of the Commission is reversed where Commission had good cause to remove an administrative law judge who presided at termination hearing, but acted beyond its authority when it retained a law firm after the hearing to write the administrative decision using transcripts to weigh the evidence and make findings on credibility.
