In a dispute arising from a request for a contested post-permanency review hearing, Welfare and Institutions Code section 366.3, judgment of the trial court denying request in the basis of insufficient offer of proof is reversed because section 366.3(f) does not, by its plain terms, require a parent to submit an offer of proof to gain the right to be heard at a post-permanency review hearing.
