In a dispute involving Labor Code section 3070 et seq., and arising from a mandate challege to a policy adopted by the defendant which requires that bidders on certain of its construction projects employ apprentices trained in a joint labor-management apprenticeship program, judgment of the trial court denying petition is affirmed where policy does not unlawfully intruded on the Department of Industrial Relations's regulatory power over apprenticeship programs, nor does it violate provisions of Labor Code section 1720 et seq.
