In a dispute arising from the enforcement of Penal Code section 3003.5(b) against all registered sex offenders on active parole in Los Angeles County, judgment of the trial court staying enforcement is reversed because even where one assumes that the practical effect of enforcement is the exclusion of sex offenders from a substantial part of the community, such exclusion does not constitute an unconstitutional banishment.
