In an affordable housing dispute arising from a challenge to a determination by the defendant that a mixed-use development proposal was inconsistent with local zoning and specific plan requirements, judgment of the trial court dismissing action as untimely is affirmed where even assuming that Government Code section 65009(d) prevails over section 66499.3 as the controlling limitations statute, action is still untimely since plaintiff filed action more than one year after the limitations period commenced.
