In a dispute involving the scope of a trial court's discretion to award attorney fees, judgment of the trial court applying a negative multiplier in setting the amount of an attorneys' fees award against a government agency is reversed, because rationale, that it would be better for less money to be paid to the prevailing parties for their attorneys' fees so as to leave the agency with more money for its ongoing governmental operations, was inappropriate and an abuse of discretion.
