In a university professor's motion for attorney fees and costs under Labor Code section 218.5, arising from a petition for writ of mandate and complaint against the Regents of the University of California for declaratory relief and breach of contract involving a pension dispute, trial court's grant of Regents' motion for dismissal is affirmed as, the Regents is constitutionally immune from the reach of section 218.5, because matters of the university's internal affairs arising from the employer-employee relationship, the determination of whether to pay an opposing party's fees in such as action is also within the Regents' broad constitutional grant of authority to manage its own internal affairs.
