In dependency proceedings, juvenile court's order authorizing the father to leave California with his children to Alabama is affirmed as it need not be decided whether the juvenile court erred in setting aside an allegation against the father, as California cases have consistently held that the Interstate Compact on the Placement of Children (ICPC) does not apply to an out-of-state placement with a parent, and as such, the (ICPC) simply did not apply in this case, regardless of whether the father was an offending or a non-offending parent.
