In plaintiff's action against a county and others for damages caused by the county's delay in issuing a certificate of occupancy for plaintiff farm's solar energy system under Civ. Code section 714, judgment of the trial court in denying attorney's fees under the section is affirmed as the plain language of section 714(f) shows there is no private right of action against a public entity.
