Denial of a petition for review of a city's approval of a master plan for a city-owned greenbelt property and the environmental impact report (EIR) is affirmed where: 1) there was no violation of the California Environmental Quality Act's procedural mandates; and 2) there was substantial evidence in the administrative record to support the city's determination that the alternatives analyzed in the EIR were not feasible.
