Trial court judgment dismissing plaintiff's petition for writ of mandate to vacate decisions by the California Coastal Commission is reversed where plaintiffs may challenge the Commission's alleged noncompliance with the requirements set forth in Pub. Resources Code sec. 21080.5., although any challenge to the Commission's decision on grounds beyond what is specified in that statute is time barred.
