Juvenile court order denying defendant's motion for a new jurisdictional hearing is reversed where: 1) defendant's counsel's representation was deficient and fell below an objective standard of reasonableness under prevailing professional norms such that the jurisdictional proceedings were fundamentally unfair and unreliable; and 2) there is a reasonable probability that, but for counsel's deficient performance, the result of the proceeding would have been different.
