San Bernardino Valley Water Conservation Dist. v. Local Agency Formation Comm'n, B208974

In an action involving the consolidation of water conservation agencies, trial court's denial of plaintiff's action for declaratory relief and an injunction is affirmed where: 1) defendant has authority under the Cortese-Knox-Hertzberg Local Government Reorganization Act to order the consolidation of plaintiff and the San Bernardino Valley Municipal Water District, should it determine that such a consolidation is in the public interest; 2) the repealed water code sections are no longer valid; and 3) the application pending before defendant properly constitutes a consolidation and not a dissolution, and is valid under the statute.
