Trial court order denying plaintiff's petition for change of gender on her California birth certificate under Health and Safety Code sec. 103425 is reversed where the requirement that a change of gender petition must be filed in the county of his or her residence impermissibly denies out-of-state California-born transgender individuals the same right to a new California birth certificate as in-state California-born transgender individuals.
