In an action involving a firefighter's union, trial court's ruling against plaintiffs is affirmed where: 1) an aggrieved party may seek a writ of mandate on limited grounds to challenge a Public Relations Employment Board decision not to issue an unfair labor practices complaint; and 2) a local government agency's decision to lay off firefighters is not subject to collective bargaining under California law.
