Greene v. Marin County Flood Control and Water Conservation District, A120228

In an action involving election administration, trial court's denial of an election contest is reversed and the election results set aside where voters who adopted the mandate for the fee elections intended voting to be secret yet voters names were printed on the ballots and ballots had to be signed, and voters were provided no assurances that their votes would be kept secret.
