Denial of a motion for a new jurisdictional hearing is reversed and remanded for ineffective assistance of counsel where: 1) defendant counsel's performance was deficient and fell below an objective standard of reasonableness under prevailing professional norms; and 2) as a result of defendant counsel's deficient performance, the jurisdictional proceedings were fundamentally unfair and unreliable.
