In an eminent domain action, grant of plaintiff-city's motion for nonsuit and denial for compensation for defendant's precondemnation activities is reversed where the project description in the resolutions of necessity was so vague, uncertain and sweeping in scope that it failed to specify the "public use" for which plaintiff-city sought acquisition of the property.
