In a case to brought by plaintiff-Department of Finance to overturn decision of defendant-Commission on State Mandates that the Public Safety Officers Procedural Bill of Rights Act (POBRA) constituted a state-mandated program for school districts and special districts that employ peace officers, denial of plaintiff's petition for writ of administrative mandate is reversed where POBRA is not a reimbursable mandate as to school districts and special districts that are permitted by statute, but not required, to employ peace officers who supplement the general law enforcement units of cities and counties.
