Terminated civil servant's complaint is barred by his failure to challenge, by administrative mandamus, the Board of Civil Service Commissioners' final decision approving his discharge. Because he had already participated in multiple evidentiary hearings by the time he submitted his notice of withdrawal from the Board's proceedings, he was obligated to exhaust his judicial remedies.
