In proceedings seeking to compel defendant-California Coastal Commission to hear de novo plaintiffs' neighbor's application to develop a vacant lot next to plaintiffs' home, denial of a petition for writ of mandate is affirmed: 1) no substantial issues were raised by plaintiffs on appeal; and 2) California State's Land Commission's (CSLC) conclusion complied with Malibu Local Implementation Program (LIP) section 10.5's requirements.
