In a real property matter related to an ordinance passed by defendant-city imposing a moratorium on construction of new homes in vicinity where landslides occurred, writ of administrative mandate to invalidate resolution making it impossible for plaintiffs to build a home is reversed where the resolution, by implementing the moratorium and continuing to prevent plaintiffs from building on their properties, "deprive[d] [plaintiffs'] land of all economically beneficial use."
