In felony complaint for carrying a dirk or dagger concealed upon the person (section 12020) and using or being under the influence of methamphetamine (section 11550), denial of People's motion to reinstate complaint is reversed where: 1) superior court erred when it refused to hold defendant to answer to a charge of violating section 12020 and later denied People's motion to reinstate the charge; and 2) the record reveals rational grounds for holding defendant to answer.
