In a matter concerning construction development by plaintiff non-profit not in conformance with city code, denial of plaintiff's petition for writ of mandate and dismissal of its complaint seeking to set aside an order to remove all units erected on an island, is affirmed where: 1) plaintiff had no protectable property right or interest in its development on an island in Contra Costa County; and 2) plaintiff's complaint stated no basis upon which it might be entitled to any relief.
