California Court of Appeal

A juvenile court order requiring department of child and family services to make retroactive AFDC-FC payments under Adoption and Safe Families Act of 1997 to a relative caregiver for the benefit of detained minor children is reversed where: 1) the order violated the separation of powers; and 2) exhaustion of administrative remedies was required before a court could consider the issue of AFDC-FC funding.
