Capitol Racing v. California Horse Racing Bd., C051744

In a challenge to an adjudicative decision of the California Horse Racing Board, a trial court judgment on the merits in favor of plaintiff is reversed where, contrary to the ruling below finding that the APA's statute of limitations applied, the statute of limitations contained in the Horse Racing Law that is specific to the Horse Racing Board applies.
