In an action arising from a fine imposed for plaintiff's failure to follow label directions when it made an aerial application of pesticides in violation of Food and Agriculture Code section 12973, denial of a petition for writ of administrative mandamus is affirmed over claims that: 1) administrative proceedings failed to follow the proper procedures; and 2) the commissioner's findings were not supported by substantial evidence.
